Start at tempest facing balcony and turn around to go back the way you came. It's in the middle of the room there.
The description here is not very good.

Thought I missed it because the it says it's close to the Beast Grave site of grace. Kept exploring past ANOTHER site of grace and finally found it a few steps away from that one.

So, i killed one of the npc forgetting about this book, and corhyn is dead

It's towards the end of the game.
Progress through the capital into the Mountaintops of the Giants area. There you will find a boss called the Fire Giant, kill him, walk to the giant pot, rest at the grace and choose the "Talk To Melina" option

You can aquire this by killing a golden soldier in front of Artists Shack. The soldier carries a shield, sword, and a cape. Cant miss him. On the dirt road

Think I found where it is, there is a boss in the big castle (with the tree past the first lift) and if you look around you can find a Draconic Tree Sentinel which uses lightning with the same color as the spell color (a light red or so) probably a drop from that boss.

I would venture to guess that to get the book you have to kill the Ancient dragon Lansseax, cause he's got lightning abilities, Haven't killed him myself so i'm not 100% on it thought
