In 2017, the newly-elected governor of Tokyo, Ryo Aoki, enacted the Kamurocho 3K Plan to weaken and eventually eliminate the Tojo Clan.
Both Daigo and Masaru Watase had been planning to disband the Tojo and Omi so that the Japanese political establishment cannot use them as expendable pawns, and Arakawa's circ*mstance creates an opportunity. Daigo orders Arakawa to play traitor and sell out the Tojo.

You can transfer money and items between Kiryu and Majima in Yakuza 0, but not until Chapter 6. Chapter 6 of Yakuza 0 grants you access to the Real Estate minigame. Towards the end of the hectic chapter, you are told to head over to the Empty Lot of which the story seems to revolve around.
