What does 2 ticks mean on messenger?
With the new update, check marks will now be displayed under messages to indicate their status. A single check mark means the message has been sent to the recipient. Two check marks, on the other hand, means the message has been delivered.
A double gray checkmark means the message was sent to the person's phone. Two blue checkmarks confirm the message was read.

Delivered : The recipient's phone has received the message. Read : The recipient has read said message.
Sent refers that message has been sent from your side but yet to be received by the receiver. Delivered refers that message has be received by the receiver but yet to be seen.
A recipient unwilling to chat with you can choose to ignore or unread your messages, thereby ignoring you covertly. This allows the recipient to view and ignore your message while it still shows Sent. The only time it changes to Delivered is when the recipient chooses to reply you.
The second check mark appears when a message is delivered to any of the recipient's linked devices, even if their phone is off. In a group chat, the second check mark appears when all members have received your message. Two blue check marks appear when all members have read your message.
How do you know if someone turned read receipts off?
If the person has Read Receipts turned on on their Messages app, then you will receive a notification (courtesy of them) that the message has been read. If they turn it off, then you won't receive a notification indicating that the message has been read.
On an Android
First, open your Messages app and navigate to the settings. Depending on your phone model, operating system, and cellular provider, you will notice one of the following: Read Receipts, Send Read Receipts or Request Receipt. Turn on the applicable option.
For most messaging apps, you might see a single tick, or the delivery status, which is usually visible right under or next to your message, might say 'Sent' instead of 'Delivered. ' If your text message does not say 'Delivered,' it means it has been floated from your end, but the recipient hasn't really received it.
A white circle that appears with a grey checkmark means the message has been sent but not yet delivered. If you hover your mouse over the person's profile picture, a pop-up will appear that says "Seen by [Name of person]" along with the date and time.
When the message is delivered and not seen despite the recipient being online or having been online just means they haven't opened your message. It can show the person online if they are on Facebook or Instagram as well. It doesn't necessarily mean they're on messenger.
When you delete a message in Messenger, you only delete it for yourself. The other party can still see it. But you can overcome this by unsending a message.
By contrast, being left on delivered—when a person gets your message but, so it appears, hasn't even opened it—can unlock a bunch of different anxiety-inducing possibilities about your text after it's been sent.
It means that it was received by the user's device. It does not meant that they opened it.
The recipient blocked your phone number
If you don't see a 'Delivered' or 'Read' notification, this is a likely explanation.
If you are using IMessage there is a way to tell, even with “read receipts” turned off. If a person has read your message, even when it only says “delivered”, it will be a little lighter blue than if they haven't. Hope that helps.
Why can't I see if someone read my message on iMessage?
You won't be able to see if someone read your iMessage text unless they have Read Receipts turned on. Read WhatsApp messages will have two blue checkmarks underneath. Read Facebook Messenger messages will have the reader's profile picture underneath.
Delivered means delivered. If your message has been blocked, you will never know unless the recipient tells you you are blocked. The only difference may be if their device was set up to send Read Receipts, if it suddenly just starts saying "Delivered" that means they. Either way, you will not know unless they tell you.
It is not possible to see if someone with an iPhone has read your text messages. iPhones use a technology called iMessage for read receipts that only works with other iPhones and iPads. Apps like WhatsApp, Facebook Messenger, and Viber all come with read receipts turned on by default.

DELIVERED = confirmation the message has reached the recipient's phone but fails to show if it has been "seen" yet. "Delivered" is a good sign. It means that the text is ready and waiting for them to open it.
