Because the letter Q, in the Latin alphabet, whatever language you find it in, is always a consonant. Even if you go back to its ancestors, like Greek obsolete qoppa Ϙϙ, Phoenician qoph 𐤒, whatever proto-Canaanite letter that one came from… they're all consonants.
In dictionaries, j, q, and z are found the least, but some of the words are rarely used. And if you value the opinion of cryptologists (people who study secret codes and communication), x, q, and z make the fewest appearances in the writing scene.
A more likely explanation is the sound had disappeared from Latin, making the letter useless for spelling Latin words. It is also thought due to rhotacism, Z became a trilled R sound, /r/.
