Ok, i think that burt kiddnaped poor annas brother and threw him into the lake, because if you look closley at the adopt me sign near the water it shows a boy that looks like annas brother getting thrown into a lake by someone who looks like burt, and burt is getting insane, so he might be carrying a ton of guilt and drowned him
Anna's brother got kidnapped, by Burt. Burt was jelous of anna's brothers ideas, so burt kidnapped annas brother and threw him in the lake (explains the no throwing babies into the lake sign) then burt started going crazy of guilt. Then anna's brother grew up, and went to build his own town, away from his kidnapper, and he built Bloxburg, and his name is Tom.
