Background[]

Nonomiya was acquainted with Hamako years prior. He was a regular of Ichiban Confections, and treated Eri Kamataki as a daughter at times since she was a baby.

He had given Saeko Mukoda a job at a hostess bar of his when she had nowhere to go. Nanoha Mukoda would later become an employee of Nonomiya's, and he asked her if she is related to Saeko. Nanoha made him promise to not tell Saeko of where she worked. She became his top earner in 2014 and held that spot ever since.

When Eri was struggling with Ichiban Confections, Nonomiya steps in to help. He paid her loan in full and decided to take over as company president to fulfill his dream of running a legitimate business and create a "safety net" for the city, which he often talked about after drinking too much. He also wanted Otohime Land to be a place to go for people who have nothing left, though he would also push his employees hard and involve himself with shady businesses.

Yakuza: Like a Dragon: 2019[]

Bleach Japan protests outside Otohime Land as it is the last place which openly calls itself a soapland, but the Seiryu Clan are unable to help due to the threats knowing of anti-yakuza laws. This causes staff to quit to avoid harrassment, and as a result Nonomiya makes a request for workers at Hello Work. His request is taken by Ichiban Kasuga, Yu Nanba, and Koichi Adachi, but the latter two are reluctant to work for him after overhearing his less-than-ideal operation policies and talking down to Nanoha for asking for more time off, but Kasuga accepts.

They make Bleach Japan leave, and Nonomiya takes the opportunity to have them investigate Nanoha's unusually frequent requests for time off, which is hurting business and worrying him because he cannot protect her outside work, and all his hostesses have troubled pasts. Though she stated it was due to an irregular period, Nonomiya suspects something else is at play, possibly a side piece for extra money.

Nonomiya learns from them that Nanoha is paying ¥1,000,000 monthly for her father's comfort in Sunlight Castle. Though he initially decides to not interfere, the prospect of Nanoha being scammed after working herself sick has him beg the trio to save Tatsuro from the place. He informs Shuichi Kanbe of the plan for the trio to get hired at Sunlight Castle.

The trio discuss what they learned, and Nonomiya spots Ryuto Family members in a picture Adachi took, meaning Sunlight Castle may be a Seiryu Clan business generating profit through a pension scheme. Nonomiya asks them to save Tatsuro from his execution tomorrow, and agrees to Kasuga's request of giving a full-house bonus.

Nonomiya gets the bonuses ready the next day and, no longer able to withhold information, informs Saeko of what Nanoha had been up to over the phone. During the call, Yokohama Liumang members arrive, and Nonomiya tells Saeko to contact the trio. Akira Mabuchi has Nonomiya hanged as part of a plan to incite war among the Ijin Three, and his murder is made to look like a suicide, but Saeko heard them call for Mabuchi and goes to the trio as she was asked to.
