The spell is a concentration spell, and you can put it on anybody who is willing. However, do they get a single use of the breath weapon before you lose your concentration or 1 minute passes? Or can they use as many breath attacks as they like, provided you maintain concentration?

It’s a bonus spell usually use after an attack, and you’ll only usually get the one off. Given the number of spell slots and using the fact it is a bonus spell, I have given it to the same character, a Paladin, to run up do his attack and then use it three times on the enemy.

Turn a flying familiar into air support for a battle with a lot of ground based targets with no ranged abilities ( zombies ect ) it's good fun if you can handle the lightning owl flying around to the immigrant song. Just replace Thor with the owl.

To me it reads that the target (not the caster, in your example) can use it as many times as it wants within the 1 minute of concentration.
It also reads that the willing target of the spell can use it at any distance away from the caster - not having to keep within sight or earshot of the caster.

Bear in mind that I think, the casting time of the spell is a bonus action, but in order to use the breath is an action. I'm not 100% because i don't have the book in front of me, though
I know what you're thinking: "In that flurry of blows, did he use all his ki points, or save one?" Well, are ya feeling lucky, punk?

For as long as you maintain concentration the target can use the dragon breath effect as an action on their turns.
It’s a bonus spell usually use after an attack, and you’ll only usually get the one off. Given the number of spell slots and using the fact it is a bonus spell, I have given it to the same character, a Paladin, to run up do his attack and then use it three times on the enemy.
You use your bonus to touch the willing creature and that willing creature can then use dragon's breath for as long as you maintain concentration. If you cast on Paladin they can use their action to attack with a weapon (twice if they have extra attack) OR they can use their action to breathe destruction on enemies. They cannot combine them - however, a Fighter with Action Surge could use one action for attacking and then another for the dragon breath. However, by the time they get Extra Attack they can deal more consistent damage than this dragon breath gives them, especially a paladin using divine smite.
To clarify: it is a bonus to cast the spell and a spell slot is used for casting. It is an action to use the breath power itself and such use does not require spell slots.
