Dough if you want to use it for PvP. I suggest to use this fruit if you are satisfied with what you have because you can no longer farm the SK nor do raids with 3 or less people (soloing takes 33+ mins). Dough is not good for grinding levels either. It may seem so at the start, but it gets time consuming after a while due to it being more of a single-targeted fruit even with high damage. It is not good for low levels and has fairly high mastery.
Dragon for grinding. It is a very good fruit and is accessible to a wider range of levels, but you shouldn't use it until you're at Fishman Island or second sea (you should use magma instead, thats why). It is good for soloing raids and raids in general (takes me 26 mins max), fighting the SK, and traveling island to island to fight bosses. Although not the best at PvP, if you go in and out of dragon form and use the fruit along with your sword you could win most battles. Dragon's mastery is also fairly high, but not very much. Even if you have limited moves, they all do good damage.
Basically what I'm saying is that it depends on what you want to use (dragon is better lol)
