Explanation:
Traditional question used to be "oiga, ¿tiene club soda?" (meaning the sort of soda water popularized eons ago under the Canadian Club soda-pop trademark). Now, people who drink whiskey and other beverages with soda water as ingredient say "agua de soda". (By the way, when you make/drink a distilled alcoholic beverage containing soda-pop such as co*ke or soda water, it's called a "higball", and if made with natural-process alcoholic beverage like wine, it's called a "cooler", such as in a "wine cooler".)
