Chapter 15 has a lot of Substories to it, mainly based around the game's romance system. These stories can be worked towards previously (as they require boosting your personality stats, giving gifts, or completing other tasks), but cannot officially be completed until Chapter 15. There's also some new Dragon Kart quests in there.

14. Something Worth Protecting
Confusingly, this story carries on from Substory 13, but since it’s a romance based Substory, you can’t do it until Chapter 15. And by romance based, we mean based around love and romance, though this one actually does happen at the Romance Workshop. Confusing!
Anyway, you’ll need to save up (or hit the Battle Arena a lot), because you need to get the Romance Workshop fully upgraded first, which costs over 20 million yen. As well as this, you’ll need to gift Sumire 16 Bonsai Trees, which you can buy at Hamakita Park. You’ll also need to max out one personality stat for every love interest; for Sumire, that’s Passion. Once all these have been completed, you’ll have to win a straight forward fight, then will have Sumire for hire at Ichiban Confections. This counts as an intimate relationship for Kasuga towards Playing With Fire.
45. One Hell Of A Racer

If you have completed all the earlier Dragon Kart quests, you can now talk to Jin to challenge him. Win the race to complete the substory.
46. The World Is My Racetrack
After beating Jin, you can take on the Dragon Kart organiser for the final, most difficult race yet. Be sure your kart is souped up to the max!
47. Girl Of My Dreams
Once you have a maxed out Bond with Saeko and a maxed out Style stat, you will be able to begin a romantic relationship with Saeko. This counts as an intimate relationship for Kasuga towards Playing With Fire.
Once you have reached Rank 1 in the business minigame and have maxed out your Kindness stat, you will be able to begin a romantic relationship with Eri by speaking to her at the Survive Bar. This counts as an intimate relationship for Kasuga towards Playing With Fire.
49. Certified Lover

There are three steps to this Substory, which is all about romancing Moyakoshi. You need to complete all 21 Vocational tests at Ounabara, give Mayokoshi 16 Bouquets Of Lilies, and have maxed out Intellect. The Lilies can be grown or bought at the Park. Talk to Moyakoshi will all this done to begin a relationship and unlock her for Ichiban Confections. This counts as an intimate relationship for Kasuga towards Playing With Fire.
50. Pillow Chat
Another one with three steps, though this one is a little easier. You’ll need to complete 16 Party Chats, which are those random conversations which occur as you walk around the city. It’s hard to get this far without 16 complete, unless you’ve been avoiding them. You’ll also need maxed out Charisma, and to have given Iroha at Survive Bar 16 Bouquets Of Roses. Again, these can be grown or bought at the Park. After this, speak to Iroha to begin a relationship and unlock her for Ichiban Confections. This counts as an intimate relationship for Kasuga towards Playing With Fire.
51. The Real Me

Last romance quest now. You’ll need maxed out Confidence, and for Kasuga to have tried every job available to him at least once. You’ll also need to give Ririka from Hello Work 16 Bouquets Of Pansies, which again can be grown or bought from the Park. With all this done, speak to Ririka to begin a relationship and unlock her for Ichiban Confections. This counts as an intimate relationship for Kasuga towards Playing With Fire.
52. The Lone Survivor
Go back to the Survive Bar once you have completed every other Substory. Congratulations on completing all the Yakuza: Like A Dragon Substories!
