Animal quarantine is a quarantine system that is implemented worldwide for the purpose of preventing the incursion of animal illnesses and diseases. Japan conducts both import and export inspections for cattle, pigs, goats, sheep, horses, chickens, pheasants, ostriches, guinea fowls, turkeys, quails, anserine birds such as ducks and geese, rabbits, honey bees and other animals as well as products and goods manufactured or derived from these animals. Inspections are conducted upon arrival and departure in order to prevent the incursion into Japan of rabies about dog, cat, raccoon, fox and skunk, and Leptospirosis about dog. In addition, monkeys are also subject to inspection upon entry in order to prevent the incursion into Japan of diseases that are transmitted from monkeys to humans that have not yet occurred in Japan such as Ebola hemorrhagic fever and Marburg viral disease.

1.Bringing Animal Products into Japan

  • Meat, organ, bone, horn, skin, fur, egg, fresh milk and dung
  • Ham, sausage, and bacon made from meat or the like
  • Products including meat or the like

of

  • cloven-hoofed animals (cow, pig, sheep, goat, and deer)
  • equine animal (horse and donkey)
  • poultry (chicken, quail, pheasant, ostrich, guinea fowl, turkey, anserine birds such as duck and goose)
  • rabbit and honey bee
  • dog
  1. (1) Bringing animals and meat products into Japan requires an inspection certificate issued by an organization of the exporting government (equivalent to the Japanese Animal Quarantine Station). The Certificate is required regardless of transport type, such as cargo, accompanied, or postal article, of quantity, or of usage such as gifts or personal consumption, etc. No animals or meat products can be brought into Japan without this inspection certificate, even if they have been bought at the Tax-free shops of the airport.
  2. (2) Importation of beef meat, bovine organs, and any other products of bovine origin such as hams sausages, bacons etc. from certain countries or regions is prohibited. There may be a case where temporal suspension of import may be imposed due to the outbreak of livestock infections in the countries from which importation of animals and meat products are permitted. For details, please inquire at the nearest Animal Quarantine Station.
  3. (3) Upon arrival, please bring in the livestock products with the certified inspection to the Animal Quarantine Counter located in the airport/seaport (Customs Inspection Area) for inspection. Please note that the product cannot be brought into Japan if the package is opened before the inspection at the Animal Quarantine Counter.

2. Procedures to Bring Animals into Japan (Import) and Procedures to Take Animals out of Japan (Export)

3. Import Prohibition Animals

Importation of the following animals is prohibited under the Law Concerning the Prevention of Infections and Medical Care for Patients of Infections.

  • Ferret badger
  • Bat
  • Raccoon
  • Masked palm civet
  • Prairie dog
  • Mastomys

Importation of monkeys is, in principle, strictly prohibited except from some countries (the U.S., China, Indonesia, Philippines, Vietnam, Guyana, Surinam, Cambodia) under certain conditions. Even for monkeys imported form the approved exporting countries, inspection upon import is still required.
